Rainfall runoff from roof

I'm having a ground floor wet room built on the back of my house and the Building Inspector wants my groundworker to install a storage tank under my driveway to attenuate rainfall runoff from the roof on my main house and the extension. Do I have to comply with this Inspector s instruction because it s likely to cost £10k.
